Key Home panel finds 'substantial' proof in fraud investigation of Florida Democrat

The Home Ethics Committee discovered “substantial reason to believe” that Rep. Sheila Cherfilus-McCormick (D-Fla.) violated a number of legal guidelines, rules and requirements of conduct as a member of Congress, based on a report the panel launched Thursday.
