Higher Basin seeks $2 billion to climate Colorado River disaster, extra money later

Practically 75 organizations are asking the federal authorities for $2 billion now and extra money sooner or later to “ensure water, food, and energy security” because the Colorado River shrinks following an especially dry winter.
